Rules fool us...
We human beings are great believers in Rules...
We make them....then we make more rules to safeguard them.....and then more rules are formed to punish the rule breakers !
This Rule of rule-making-breaking...is quite a passion with all races !
There are no exceptions to this rule !!!
But mostly... we make rules....then get trapped....as the so-called RULERS....are impractical !!!
Take a recent example:
( It is recent....but yet an eternal example )
Education reforms in India are a great buzz world !
....but reforms are not easy to carry out.....since education is a STATE SUBJECT.....so each state has its own set of rules....
...now if education system has to be rationalised.....then we need uniform RULES.....for the entire country !
....but....alas !!! we have already made a rule....that Education is a state subject ....( it is pathetic !)
....Now.....all the wise men....cannot do much ....as the RULES are coming in the way !!!
( and this situation is not unique to education.....all my life....I have been listening to the same alibi....for non-progressive policies....be it Tourism.....or any other significant thing !)
....but....not one wise man stands up and says:
LET US CHANGE THE RULES !
